Details on the context of the study and skills for these two profiles are provided in the previous call, shared here below. As per the calendar of the study, the updated period is September 2021- March 2022 (with two missions to be realized during this period, the first one no later than beginning of October, if COVID restrictions allow).

The profiles are detailed below. Each expert will have 45 working days (50 for the team leader).The period for the study is September 2020– February 2021.
NB: the period of implementation might vary depending on the COVID-19 restrictions. Missions to Colombia for external experts are currently not allowed. Shall missions not be possible for a long period of time, the selected team and the PMU will see options for undertaking the assignment.
The ToR will be circulated as soon as approved – but this is expected to be a standard study, undertaken by using the VCA4D methodology toolkit, as described in the ‘Methodological Brief. Context
In the framework of the EU/Colombia Multinational Indicative Programme and of the EU Trust Fund for Colombia (established in 2016), and in line with the rural reform promoted by the Government of Colombia, the EU finances the ‘Programa de Desarrollo a Enfoque Territorial (PDET) – caminos para la estabilización’. Three contracts are being signed with CIAT, ICCO and Red ADELCO, with implementation starting in 2020/2021.
The Programme focuses on the stabilisation and inclusive and sustainable development of 2 Departments, Putumayo and Nariño, through activities on the cocoa value chain. The main challenges include: increase the productivity and production of cocoa, improving its competitiveness (including of producing cocoa vs illicit crops), improving the inclusiveness of indigenous populations and getting out of an infrastructural isolation.
The VCA4D analysis will help to establish a baseline against which to measure changes in the cocoa VC following the implementation of the PDET. The analysis will focus on understanding the opportunities and bottlenecks for inclusive and sustainable development of the cocoa VC in the Departments of Putumayo and Nariño – but some indicators and general context will be given for the full cocoa VC in Colombia. This information will be used to deepen policy dialogue and strengthen the PDET implementation.
Experts’ profiles
1) Economista agrícola
Será un experto/a senior con un amplio conocimiento y experiencia en el análisis de cadenas de valor, desde el punto de vista económico. Estará en capacidad de realizar un análisis financiero y económico de la cadena (y sus sub-sistemas) y de sus actores, como especificado en la metodología VCA4D (cf. https://europa.eu/capacity4dev/value-chain-analysis-for-development-vca4d-/documents/methodological-brief-v12). Realizará un análisis funcional completo con el aporte de sus colegas. Experiencia específica en análisis económica de cadenas de valor agrícola en países en desarrollo será una ventaja.Experiencia especifica en la cadena de valor del cacao será valorada. El conocimiento de Colombia será apreciado.La experiencia profesional en zonas postconflicto será valorada.Se demanda conocimiento del español. Será valorada la experiencia en análisis económico sobre los sistemas y certificaciones de Comercio Justo y productos orgánicos. Se considerará una ventaja si el experto tuviera experiencia en relacionarse con los actores (tanto públicos como privados) y/o en el análisis de políticas públicas relacionadas al sector. El Economista coordinará y consolidará el Análisis Funcional, incluyendo los aportes del equipo de expertos. El/ella consolidará un informe sobre el Análisis Funcional y Económico que serán incluidos en el informe final.Una formación colectiva o por lo menos una introducción individual al software de AFA se hará al economista antes de la primera misión. En los casos que el entrenamiento no pueda hacerse antes de la primera misión, se hará antes de la segunda misión.El experto ayudará al líder del equipo (si otro miembro del equipo) a: (i) definir la tipología de actores a adoptar en el conjunto del estudio; (ii) formular un resumen ejecutivo y conclusiones que combinen los resultados de los diversos análisis para responder a las preguntas guías y finalizar el informe (releer, dar formato al informe…). El experto colaborará e integrará también el informe sobre el análisis de las tendencias de mercado proveído por COLEACP.
2) Experto social
Será un experto/a senior con amplio conocimiento y experiencia en varios temas sociales relacionados con las cadenas de valor agrícola en los países en desarrollo (inclusión social, igualdad de género, capital social, condiciones laborales, condiciones de vida, derechos a la tierra y al agua, seguridad alimentaria y nutricional etc..). Se requiere experiencia en al menos dos de estos dominios y capacidad para entender y completar los otros. Una experiencia específica en el análisis del sector agrícola en los países en desarrollo será una ventaja. La experiencia en análisis sociales de los sistemas de comercio justo y orgánicos es una ventaja. Experiencia en análisis sociales en la cadena de valor del cacao es una ventaja. Experiencia profesional apreciada en Colombia es indispensable. La experiencia profesional en zonas postconflicto será valorada.La experiencia profesional en zonas postconflicto será valorada.Se demanda conocimiento del español.Se considerará una ventaja si el experto tuviera experiencia en relacionarse con actores tanto públicos como privados y/o en el análisis de políticas públicas relacionadas al sector.
Él/ella elaborará un informe sobre el Análisis Social que será incluido en el informe final, basándose sobre el completamiento del Perfil Social. El experto social podrá seguir una formación básica sobre el cómo establecer el “perfil social” conforme a la metodología VCA4D antes de la primera misión.
El experto colaborara en particular con el economista por el análisis sobre la inclusividad y con el experto en medio-ambiente por el análisis sobre la biodiversidad.El experto ayudará al líder del equipo a: (i) definir la tipología de actores a adoptar en el conjunto del estudio; (ii) formular un resumen ejecutivo, el análisis funcional y conclusiones que combinen los resultados de los diversos análisis para responder a las preguntas guías y finalizar el informe (releer, dar formato al informe…).
3) Experto en medio ambiente
Él/ella será un experto senior con amplio conocimiento y experiencia en el Análisis del Ciclo de Vida (ACV).Se apreciará la experiencia en el análisis de cadenas de valor en países en desarrollo.La experiencia en la cadena de valor del cacao será valorada. La experiencia en análisis ambientales sobre sistemas de producciones orgánicos y de comercio justo es una ventaja.El conocimiento de Colombia será apreciado.La experiencia profesional en zonas postconflicto será valorada.Utilizará de preferencia el software SimaPro para el ACV.Se demanda conocimiento del español.Elaborará un informe sobre el Análisis Ambiental que será incluido en el informe final, centrándose en los danos sobre los recursos, los ecosistemas y la salud humana, y también los impactos sobre el cambio climático. El experto integrará y complementará (con el ayuda del experto social) el análisis sobre la biodiversidad, una parte de la cual será provista por el JRC. El experto ayudará al líder del equipo a: (i) definir la tipología de actores a adoptar en el conjunto del estudio; (ii) formular un resumen ejecutivo, el análisis funcional y conclusiones que combinen los resultados de los diversos análisis para responder a las preguntas guías y finalizar el informe (releer, dar formato al informe…).
4) Experto nacional
Será preferiblemente un especialista de la cadena de valor del cacao en Colombia. Se requiere un conocimiento amplio sobre las instituciones nacionales (técnicas, económicas y políticas) y de los actores involucrados (públicos y privados) en el ámbito agrícola, y más específicamente vinculados a la cadena del cacao en Colombia.Al comienzo del estudio, proporcionará informaciones generales sobre la cadena de valor, identificando a los actores clave y la información de relevancia que será utilizada posteriormente en el análisis. Ayudará a seleccionar los datos más relevantes de las fuentes disponibles, y a aclarar incoherencias para mejorar la coherencia del análisis. Facilitará el acceso a la información y completará la recopilación de datos según las líneas establecidas conjuntamente con el Líder de Equipo. Facilitará los contactos de todo el equipo con los actores nacionales. Dependiendo de la organización elegida por el equipo, su trabajo puede desplegarse antes de las misiones (preparación de la misión de los colegas), durante las misiones (apoyo de colegas durante las misiones), entre misiones (recopilación de información adicional, supervisión de recopilación de datos, etc.), incluso después de las misiones (información adicional).
