Context:

Angola has a largely unexploited agricultural potential. Its agricultural GDP represents only 10% of the national GDP and investments in the sector have been lacking for decades during and after the civil war. The country currently cultivates approximately only 10% of its 135 million hectares of arable land. Around 90% of farms in Angola are small to medium size and are used mainly for communal subsistence farming.
Angola was one of the four biggest world coffee producers in the‘70s. During the civil war however, coffee production progressively decreased to residual expressions due to, among other factors, the abandon of coffee productive areas and of large farms for security issues. Currently, 95% of the coffee produced is Robusta and 5% Arabica.
The Government of Angola has recently prioritized investing in the agricultural sector (including coffee) in an effort to promote non-oil diversification. The EU is supporting this process and preparing a new programme to promote private sector interventions. In this framework, a specific action will be focused on upgrading the coffee value chain and enhancing  its organization and performance, paying attention to quality and certification issues.
The VCA4D study will provide evidence-based information to feed into the formulation of activities of the above-mentioned programme, as well as serve as a baseline to monitor indicators during implementation.
