Contexte
Le Gouvernement du Gabon et l’Union Européenne démarrerons en 2025 le programme « Soutien aux chaînes de Valeur Forêt pour une Transition Verte au Gabon ». Le programme se concentrera sur le bois en priorité, suivi du Cacao et des Produits Forestiers Non Ligneux (PFNL). Les chaines de valeurs du cacao et des PFNL (tels que le Odika, le Moabi et l’Iboga) sont encore peu documentés au Gabon. L’expert économiste international se focalisera sur l’analyse fonctionnelle, économique et de l’inclusion au Gabon, et formera deux experts économistes locaux qui s’occuperont de l’analyse des PFNL identifiés avec l’UE.
EXPERTISE REQUISE
Il/elle sera un expert senior avec de solides connaissances et une très bonne expérience en analyse économique des chaînes de valeur. En particulier, il/elle saura élaborer les comptes financiers et économiques des acteurs de la CV et de la CV dans sa globalité. Il/elle saura analyser la CV du point de vue des différents acteurs et de la contribution de la CV aux grands agrégats économiques (PIB, balance commerciale, comptes publics, etc.). Il/elle sera à l’aise avec les notions de distribution de revenus, de création d’emplois, d’effets d’entrainement dans l’économie nationale, de compétitivité dans l’économie internationale.
Il/elle sera capable d’entreprendre une analyse fonctionnelle dans son intégralité.
Une expérience spécifique dans l’analyse des chaînes de valeur agricoles dans les pays en développement est demandée.
Une solide expérience sur la chaîne de valeur du cacao (ainsi que des enjeux liés à l’application du Règlement Européen contre la Déforestation) sera un atout.
La connaissance et l’expérience professionnelle au Gabon sera appréciée.
L’expérience dans la formation professionnelle sera un atout.
La connaissance du Français est exigée.
Une expérience dans l’analyse des politiques publiques pouvant aller jusqu’à l’aide à la décision politique (incluant la capacité à gérer des relations à haut niveau avec des fonctionnaires publics ou des acteurs du secteur privé) est un plus.
Une formation ou au moins une démonstration du logiciel spécifique AFA sera faite à l’économiste.
Deux experts économistes nationaux
Ils/elles seront des économistes gabonais, avec une bonne connaissance de la filière cacao au Gabon.
Une connaissance pertinente des institutions nationales (techniques, économiques et politiques) et des acteurs (publics et privés) impliquées dans la CV de l’arachide est exigée.
Ils/elles fournirons des informations sur la chaîne de valeur au chef d’équipe, identifierons les principaux acteurs et l’information existante pertinente qui sera utilisée plus tard dans l’analyse.
Les experts nationaux faciliteront l’accès à l’information, aiderons à sélectionner les données les plus pertinentes issues de sources disponibles, aiderons à clarifier les incohérences et sélectionnerons les données pertinentes qui amélioreront la cohérence de l’analyse.
Ils/elles seront formés à l’analyse fonctionnelle et économique de VCA4D, qu’ils appliquerons à des chaines de valeur des produit forestiers non ligneux sélectionnés avec la Délégation de l’Union Européenne.
