The call for experts for a new value chain analysis in Tanzania, on coastal fisheries.
The profiles are detailed below. Each expert (Agricultural Economist, Social Scientist, LCA expert, National Expert) will be involved for 45 working days (50 for the team leader). The period for the study is September 2021– February 2022.
The ToR will be circulated as soon as approved – but this is expected to be a standard study, undertaken by using the VCA4D methodology, as described in the ‘Methodological Brief for agri-based Value Chain Analysis. Context
Tanzania has a coastline of 1,424 km and numerous islands, the main ones being Zanzibar, Pemba and Mafia.
The Government of Tanzania estimates a fisheries potential (inland and coastal) of more than 3 million tons (the main part being in inland areas as Lake Victoria). The total current production of fisheries is around 400,000 tons, of which the coastal fisheries represent the 21% (85,000 tons) and are exploited to approximately 85% of their potential – possibly close to its limits. Of the 85,000 tons, around 29,000 t is reef fish, 18,000 t is small pelagic, 14,000 t is large pelagic and tuna, 4,000 tons is octopus, shrimp and other invertebrates.
The waters of Tanzania offer a wide and abundant variety of species and a huge potential for further development, bringing opportunities but also several challenges such as, among others: illegal fishing, lack of adequate investment in fisheries and aquaculture infrastructure and facilities for processing and marketing of fishery products (especially to comply with international quality and standards requirements); scarce capacities for fish diseases surveillance, diagnosis, control and treatment; need to increase access to finance and credit facilities and inputs; and above all, post-harvest losses and ever increasing demand for fish and fishery products leading to over–exploitation of important fish stocks.
Under the 2021-2027MIP- Multiannual Indicative Programme – MIP -, the EU, together with member states, aims to address these challenges in the costal fishery sector by promoting the Team Europe Initiative (TEI) on Blue Economy for Sustainable Transformation (BEST), that finances interventions on the costal marine fisheries value chain (VC) of Tanzania –both mainland and Zanzibar. The focus is on activities that can ensure a sustainable transformation of the local economy, create jobs and foster inclusive and sustainable economic growth, while preserving the biodiversity and addressing the negative impact of climate change, aggravated by the unstainable use of natural resources.
A scoping mission completed in April 2021 by Agrinatura provided the EU Delegation with an overview and mapping of the coastal/marine fisheries VC in order to delimit the scope of the sub-chains to be taken into account in a further in-depth study. It also helped to finalize some indicators on the sustainability of fisheries for the intervention matrix of the MIP.
The launch of the full VCA4D study is now requested by the EU Delegation to deepen the analysis of the sector from a multidisciplinary perspective and to have a reference document that will guide the EU Delegation in the definition of specific actions under the Blue Economy initiative and related interventions. The scoping mission gathered data that will speed up the functional analysis of the VCA4D study.
